Do you accumulate credits when you have 0% new troops to reserve and commanders?  Is the production of no new troops substituted by accumulating credits in their place?

no... those are distribution settings. If both settings are set to 0 then the troops stay at the producing planet. Example.. planet A produces 10 troops per cycle. Given the settings ahown in the pix, 6 troops will appear in reserve, 3 will be divided among deployed commanders and 1 will remain at the producing planet.[attachment=4]
